The North Dakota Tax Department estimates that federal tax changes will reduce state income tax collections by about $129 million from 2025—27, which is 9% of individual and business taxes and 2.5% of overall revenue.

The shortfall will drop to $93 million from 2027—29 and further to $26 million from 2029—31 when many of the changes expire.
